Indigent Health Care Surtax


Description

This page allows the user to choose the rate structure for calculating the Hillsborough County Infrastructure Indigent Health Care Surtax. Using the option entitled "Choose Rate Structure," the health care tax rate can be set to a "Constant Rate" so the same rate is used throughout the simulation period. The default rate for Hillsborough County is about one half-cent, which can be altered via the sliding bar on the left-hand side of the page. A user can decide to use a variable rate structure by changing the "Choose Rate Structure" option to "Variable Rate." This would highlight the title on the right-hand side of the page.

Again, the default (and current) rate is one half-cent (0.50 ¢), but this can be altered for each year of the simulation by entering the rate in the boxes below the bars on the right-hand side of the page.

Note: While using either of the rates, make sure the correct option has been selected under the "Choose Rate Structure" option. When the simulation is reset, the rate structure reverts back to constant rate. To run a new simulation using the variable rate, the "Choose Rate Structure" option must be changed again.


Indigent Health Care Surtax Module


Description

The Hillsborough County Indigent Health Care Surtax is calculated for both the future demand and the existing base. Sales tax per PEP (base of population plus employment) equals around fifty dollars ($50). This is used with the cumulative demand (growth) and the base demand (existing base) to calculate revenues for the existing base and future growth.

The Health Care Surtax is calculated either by using a constant rate for the entire simulation period or as a variable rate on a yearly basis. Indigent care and trauma center surtax switch, initial indigent care and trauma center surtax, and indigent care and trauma center surtax are the constants used to allow this ability.
