One major objective in creating the FIELD model was to allow users to analyze the fiscal impacts of different policy options. By changing the levels of service, impact fees, or land use options, users may then examine the most feasible scenario that would lead to a net positive fiscal impact. This serves as an extremely powerful tool in the hands of both planners and policy makers in two ways. First, they can decide the appropriate level of service to adopt and the amount of impact fees to charge. Second, decision makers can take a closer look at the land use options available and then choose an optimal pattern and density of development.
