Description

All together, Hillsborough County is composed of about fifty-seven departments. Expenditure data related to each department is entered in the spreadsheet from the current fiscal year budget data. Departmental expenditures may include personnel, operations, capital, grants and any other expenditure. Departmental data is imported into Powersim under the Auxiliary HC Departmental Expenditures. The data is then divided according to amount (in dollars), jurisdiction, demand base (population, employment, both, etc.), and the percent based on demand and percent based on acreage.

Percent based on demand refers to the anticipated increase in a department’s expenditure related to growth in demand base. For example, if a department's demand base is based on population and it happens to double, the departmental expenditures may also double its previous value. This might not be the case and as such a suitable multiplier may be used which reflects an accurate relationship between increase in demand and its corresponding increase in departmental expenditure. Similarly percent based on acreage reflects the relationship between a department's expenditure and the acreage over which the service area of that department is spread.

The departmental expenditure data is reformatted under the constant HC Departmental Budget & Demand Base to fit the data structure required by the model. Then, by using base acreage and base demand, per demand unit costs are calculated for each department shown under HC Departmental Cost Per Demand Unit. Finally, through cumulative demand and projected acreage, both annual departmental costs and cumulative departmental costs are calculated.
