Description
The capital costs of Hillsborough County parks are determined using the annual new unincorporated county population and the present LOS standards for the parks. The unincorporated county has two types of Community Parks: Regional Parks and Local Parks. The county has an adopted LOS standard of 20 acres per 1000 people for the Regional Parks and 3.4 acres per 1000 people for the Local Parks. This module uses acquisition cost per park acre and development cost per park acre to calculate the capital cost of park land acquisition and the capital cost of park development.
Using the annual new unincorporated county population, acquisition cost per park acre HC, and the parks LOS standards (both Local and Regional), the capital cost of park land acquisition HC is calculated. The capital cost of park development is calculated in a similar manner using development cost per regional park acre and development cost per local park acre.
The LOS standards for parks used in the module can be altered by means of the two slider bars on the page. Park capital costs vary based on spatial location relative to compactness and proximity. This model needs to be changed to reflect demand and accessibility by park districts. Also, land acquisition costs may be less in outlying areas than in developed areas.
The auxiliary value of Hillsborough net LOS parks is the present value of park deficits or surplus as they exist in the county. A positive value would mean a surplus of park acreage whereas a negative value would refer to a deficit. This auxiliary is calculated under the Parks Level of Service page described later in this section.
