Description
The library district for Hillsborough County consists of the Unincorporated County and the City of Tampa. Hence, the capital cost of libraries is calculated using the annual new library population for the County and the City of Tampa. Plant City and Temple Terrace operate their own libraries so their capital costs are calculated in separate modules; however, they have a similar structure to the County module.
The cost of public libraries has two components: the capital cost of library buildings and the capital cost of library collection. The capital cost of library buildings is calculated using the cost per square foot of library space, library building space per person and the annual new library population. The capital cost of library collection is calculated using cost per library volume, library volumes per person, and the annual new library population. These components are added together to derive the annual capital cost of public libraries. Then the annual capital costs are added for each successive year to derive the cumulative cost of libraries over the 20-year horizon period.
Library capital costs may depend upon spatial location relative to compactness and proximity. Also, land acquisition costs may be less in outlying areas than in developed areas. If so, this model needs to be changed to reflect the demand by library districts. The county library page also has two slider bars so that the user can alter the library building space per person and the library volumes per person to simulate the impact of changing these LOS standards.
