Description

The capital cost for the County Jail is calculated using the jail beds per thousand persons and the cost per jail bed for the annual new countywide population, to derive the cumulative capital costs of jails.

Assumptions Used


  • Annual New County Population = 21,765 persons/year (Hillsborough County)

  • Jail Beds per Thousand Persons = 4.00 jail/1000 persons
    Source: The 2006 Jail Population Projection Committee Report recommends using an incarceration rate of 4 inmates per 1,000 population for their 2006-2010 projections (February 14, 2006). This recommendation was approved on May 19, 2006, by the County Public Safety Coordinating Council.

  • Cost per Jail Bed = $46,496/jail bed
