The Fiscal Impact Estimates of Land Development (FIELD) Model was developed by Hillsborough County City-County Planning Commission to assist staff in assessing the financial feasibility of the comprehensive plans of Hillsborough County and the cities of Plant City, Tampa and Temple Terrace as required by Florida Statute.

FIELD is not intended as a forecasting tool, and its results should not be taken to portray actual outcomes. FIELD is intended as a tool to simulate fiscal consequences based upon alternative growth projections and policy options, and to develop policy solutions that achieve financially feasible comprehensive plans.

Some data, assumptions and model relationships within FIELD must be updated each year to assure credible results. In particular, budget figures, cost estimates and growth projections require annual updates. The set of data, assumptions and model relationships contained in FIELD were formally adopted on ____[date]_____ by The Planning Commission as representative of local fiscal conditions in the jurisdictions of Hillsborough County, the Hillsborough County School District and the cities of Plant City, Tampa and Temple Terrace. As such, representations using different data, assumptions or models may be considered invalid.

The FIELD Model has been developed specifically for the jurisdictions of Hillsborough County and can not accurately portray conditions for other jurisdictions without modification.
