Aspects of the FIELD model were intoduced by Mr. Paul Flora at the National Impact Fee Roundtable held at Arlington, VA. Mr. Paul Flora was part of a panel convening to discuss "Calculating Infrastructure Needs with Fiscal Impact Models. Other members of the panel were Dr. Robert Burchell (Rutgers), Mr. Carson Bise (TisclerBise) and Dr. Hank Fishkind (Fishkind Associates).
