The FIELD Model

The Fiscal Impact Estimates of Land Development (FIELD) model was designed to analyze financial feasibility of comprehensive plans for multi-jurisdictional regions. FIELD was created by the Hillsborough County City-County Planning Commission and applied in Hillsborough County and the cities of Plant City, Tampa and Temple Terrace.
