The Fiscal Impact Estimates of Land Development (FIELD) model analyzes the financial feasibility of comprehensive plans using alternative scenarios and policy options for multi-jurisdictional regions. The Hillsborough County City-County Planning Commission created and applied FIELD in Hillsborough County and the cities of Plant City, Tampa and Temple Terrace. In these pages, you can read results of FIELD applications, learn how the model works, and test FIELD for yourself.

In this introductory study, FIELD offers alternative policy options to attain a financially feasible comprehensive plan for Hillsborough County.

Dynamic simulation is used to model complex relationships among budget, land use and infrastructure plans. FIELD can be modified for other regions.
